Modality of Public Tender / Bilateral Organization Tender bidding Process

Cameroon is a member of the Economic and Monetary Community of Central African States (CEMAC) which comprises six countries: Cameroon, Congo, Gabon, Equatorial Guinea, Central African Republic and Chad. The CEMAC member nations have formed the regional block to promote the harmonious development of Member States through the establishment of a true common market. CEMAC countries share a common financial, regulatory, and legal structure, and maintain a harmonized business regulatory agency both for individual / company transaction and organization procurements/ state bureau of public procurement. The CEMAC is headquartered in Cameroon being the most stable and strategically positioned nation amongst CEMAC member states.

The CEMAC member nations have bilateral assisted projects between the US/ EU/ most G8 nations with aim to assist in the development of the CEMAC member states and regional integration / stability in general.

In view of the harmonization of practices on public procurement to ensure probity, accountability and transparency in the procurement process of the regional block in every international public tender / bilateral organization tender the FCIB (Foreign contract Inspectorate bureau) was created by the CEMAC states to monitor and control every international procurement and accredit every successful tenderer /contractor prior to the final contract award notification.

Contractor Accreditation:

The accreditation process is required to be completed by the finalist of every tender bid; the selected firm will be advised to complete the necessary accreditation process with the FCIB (Foreign Contract Inspectorate Board) within 3-5 days which is requisite for their registration with CBPP / Transparency and Commitment confirmation in conformity with the norms.


The accreditation completion process comprises the foreign supplier filling of the CDAC form that will be advised and returned with the accreditation fee of 0.1% of the transaction value or as will be determined by the CDAC office for their registration/ accreditation toward contract process finalization proceedings.

PRESENTATION OF AWARD

In conformity with the bilateral organization or State Agency contract award process, the presentation of award (Contractor Accreditation Clearance) comes after the selected tenderer (finalist of the bid) has completed their accreditation as detailed above which confirms them as the official supplier of the project.


Then the FCIB will release the guiding contract agreement documents to the (Bilateral organization or State Procurement Agency) for sending to the contractor including the finalization process details in line with the schedule of the FCIB Contract / Procurement committee in conjunction with the MINISTRY OF PUBLIC CONTRACTS CAMEROON / for the official confirmation of the agreement documents signed between buyer and seller.

Signing of Contract

After the contractor accreditation is completed the FCIB will schedule the contract confirmation date between the buying office/ contractor and the official contract signing schedule will be advised to the supplier which will be completed not later than ten (10) days of receipt of the CAC, the supplier shall sign the Contract with the purchaser after which contract payment will follow accordingly.

Endorsement & Payment:

The contract endorsement will follow once the signing of agreement between parties are completed with the same confirmed by the FCIB and then all signed contract agreements will be transmitted to the MINISTRY OF PUBLIC CONTRACTS ( MINMAP) for endorsement and sealing in conformity with the norms and for any contract signed and returned via email exchange the contractor will be settling the additional Stamp Duty endorsement which will be invoiced by the MINMAP and advised after which the contract endorsement and sealing will be completed.
Then the ministry of finance will give their sealing assent and clearance to the paying bank for remittance proceeding of the project funds.
